Categories of Responders

The act places responsibilities on two categories of organisations that respond to emergencies.

The bodies in West Midlands are:

Category 1

Local Authorities:

  • All principal local authorities (Metropolitan, County, Unitary and District Councils),

Government agencies:

  • Environment Agency

Emergency Services:

  • Police Forces
  • British Transport Police
  • Fire Authorities
  • Ambulance Services

Health Bodies:

  • Primary Care Trusts
  • Health Protection Agency
  • NHS Acute Trusts (hospitals)
  • Foundation Trusts

Category 2

Utilities:

  • Electricity
  • Gas
  • Water and sewerage
  • Public communications providers (landlines and mobiles)

Transport:

  • Network Rail
  • Train Operating Companies (passenger and freight)
  • Airports
  • Highways Agency

Government:

  • Health and Safety Executive
