Transforming Youth Work

The Government’s 'Transforming Youth Work – Developing Services for Young People' document signalled a new beginning for youth work in England, and Government Office for the West Midlands is working closely with partners to deliver this programme in the Region.

The Transforming Youth Work Development Fund (TYWDF), launched in 2002 with the intention of providing local authority youth services with additional funding to enhance the quality and capacity of youth work. This Fund has now become the Transforming Youth Work Performance Improvement Fund (TYWPIF), which Government Offices manage on behalf of the Department for Education and Skills. The Government have outlined a vision for youth work that will allow every young person to fully participate in society and the economy. The Transforming Youth Work Programme sets out what the Government expects a local authority youth service to provide. It provides direction regarding:

  • The local authority’s duty to provide a youth service
  • The development of a youth service plan agreed by members following consultation with partners
  • The contribution the youth service makes to other Government priorities such as tackling anti-social behaviour and crime
  • A local pledge to young people
  • Health and safety requirements
  • The youth work curriculum

The agenda is moving forward this year with the introduction of the Transforming Youth Work Performance Improvement Fund.

Government Office for the West Midlands is working with 14 Local Authority Youth Services to ensure that the Transforming Youth Work Performance Improvement Fund Action Plans are agreed for 2005-06. We will also act as budget managers (including authorising the release of funding) and assisting with future OFSTED inspections.
