The Children’s Fund was set up to prevent children and their families suffering the consequences of poverty. Regional Sure Start and Children's Fund teams located in the nine Government Offices work with Children’s Fund partnerships. The teams report on this work to the Supporting Children, Young People and Families Group in the Department for Children, Schools and Families.

The Children’s Fund was set up to support cross-government work on child poverty and youth disadvantage, focussing on the 3 ‘P’s’ of:
- Prevention
- Participation
- Partnership
The aim is to develop and deliver preventative services that protect children and young people who are at risk of social exclusion and promote the active involvement of children and young people in decision making. All partnerships have substantial involvement of the voluntary sector in both their management structures and as deliverers of services.
The West Midlands regional team oversees 14 Children’s Fund programmes and is supporting their migration to Children’s Trusts.
