Comprehensive Performance Assessment (CPA)

Government Office for the West Midlands assists the Audit Commission in carrying out Comprehensive Performance Assessments in the region.

We contribute to the initial assessment undertaken by the Audit Commission and then support improvement activities undertaken by the relevant local authority. Since 2002, CPA has assessed each of the councils in England. Each council is scored on the quality of its services and on its ability to improve. The assessment is then classified as follows: 

Districts & equivalents                  Unitaries/Metropolitan Boroughs      

 

         Excellent                                                     - 4 stars

         Good                                                          - 3 stars

         Fair                                                            - 2 stars

         Weak                                                         - 1 star

         Poor                                                          - 0 stars

CPA will be replaced by Comprehensive Area Assessment (CAA) from April 2009 – see also the Improvement, Efficiency and Capacity Building page.
